What the letter means
A Completion of Procedures letter, often called a COP letter, normally confirms that there is no further internal step available for the issue. It should explain the final position and how to bring an eligible complaint to the OIA. It does not itself mean that the underlying decision was correct.
Check what remains open
Read the letter and the university's procedures together. If you think an internal review was not offered or important reasons are missing, ask the provider for clarification quickly.
Watch the external deadline
For eligible OIA complaints, the OIA normally must receive the complaint within 12 months of the date of the COP letter. Other legal options may have shorter limits. Keep the letter, its date and all enclosures.
